10.) Zap (Skylanders): As I mentioned in my Top 10 Gen 1 Skylanders list, Zap was originally a Water Dragon that was adopted and raised by eels. So to fit in, he crafted a special suit of armor to give himself an unlimited charge.

9.) Blanka (Street Fighter): Funny I talk about Zap being raised by eels, when Blanka got his electric powers from eating eels. Lost as a boy in the jungle, Blanka had to live off the land, becoming a feral, electric beast... well, almost. He still does have some human characteristics, such as his love towards his mom. In battle, he utilizes a feral fighting style and electricity to subdue foes.

8.) Electivire (Pokémon): The evolved form of Electabuzz. One look, and you can tell he's a powerful force to be reckoned with. He's one of the strongest Electric Pokémon out there, capable of utilizing some devastating moves, like Thunder and Giga Impact.

7.) Chomp (Dinosaur King): A triceratops is already dangerous enough. But one that can use electricity? Even more so.

6.) Fury (Power Rangers: Dino (Super) Charge): One of Sledge's (now Heckyl/Snyde's) best henchmen, Fury is a fearsome swordsman. If his sword is anything to go by, Fury utilizes electricity in his deadly arsenal. Come to think of it, just about his entire appearance gives the impression of electromancy.

5.) Larxene (Kingdom Hearts): While I hate her character, I can't deny that she's a deadly electromancer. Being a member of Organization XIII, she's a lethal foe. She's very sadistic and cold-hearted, probably more so than the others.

4.)Raidramon (Digimon):
The Storm of Friendship. Another one of Veemon's Armor Divivolutions. Aside from it's awesome appearance, this guy is very strong, utilizing electric moves to subdue evil, like Lightning Blade and Electric Bite.

3.) King Ghidorah (Godzilla): Godzilla's most iconic and powerful foe. Aside from his awesome appearance and name, King Ghidorah is an absolute, lightning-breathing force of destruction. Over the course of his appearances, Godzilla can only defeat him if he either has help, the ship controlling Ghidorah malfunctioned, or he was woken up prematurely. Either way, King Ghidorah is an awesome monster, and easily one of the best ever created.

2.) Laxus (Fairy Tail): King Ghidorah may be dangerous, but Laxus knows Lightning Dragon Slayer magic; he could make Ghidorah into lunch-meat. A former S-Class wizard in the Fairy Tail Guild, he's shown to be very strong and powerful, as he could handle both Natsu AND Gajeel at the same time. On the surface, he acts like he doesn't care about his guildmates, but in reality, he cares as much about them as Natsu does; it's just that most of his actions were out of anger. Not what I was expecting from him, honestly.

1.) Raijin (Smite): In Japanese mythology, Raijin is the god of thunder. And in Smite, Raijin is, in my opinion, the best lightning user currently on the roster. What puts him above the others is that, technically, he's a thunder god. Meaning he's one of the most powerful electric elementals around.
Now, as for how well he uses it, after four normal attacks, his next special move deals additional damage. He can send this weird canine thing into an opponent, and if he hits that opponent, he'll do MORE damage to them. He has a teleportation move that can damage opponents where he lands. And as for his Ultimate, it covers a long distance, and can do a lot of damage. He has high mobility, and he's described as a pusher. Very fitting for this electrifying character.
